温室効果ガス排出量の「２５％削減」目標などを盛り込んだ地球温暖化対策基本法案は１４日、衆院環境委員会で民主、社民両党の賛成多数で可決されました。
法案には、国内排出量取引制度や環境税の導入など、民主党が総選挙の政権公約で掲げた施策が盛り込まれています。温室効果ガスを２０２０年までに１９９０年比２５％削減する中期目標については、国際交渉で「他の主要国が意欲的な目標に合意すること」との前提条件を付けているようです。
自民党は、中期目標を麻生前政権が掲げた８％減とする「低炭素社会づくり推進基本法案」を提出。同委員会などで２５％減を「経済や雇用への影響が大きく、高すぎる目標だ」と批判しました。一方、公明党は「気候変動対策推進基本法案」を提出。目標は政府案と同じ「２５％減」だが前提条件を付けておらず、政府案を「行方のわからない国際交渉をよりどころにして、目標を放棄している」と攻撃しました。
この日の委員会では、自民党の斎藤健委員が質問の予定時間を４０分以上延長。「２５％削減が経済や雇用に与える影響を分析できていない」と審議の継続を求めたそうです。しかし、斎藤委員が質問を続ける間に、民主党側が政府案の採決を求める動議を提案。野党側の怒号が飛び交う中で可決されることとなりました。
ようやく数値目標が日本の環境政策の１つとして衆院環境委員会で可決され、今後はより具体的な削減策の提示を示して欲しいと思います。ところが、現段階では数値をいくつかにするかで自民党の反対があるようですが、より現実的なデータから理想で終わることのないよう、実現可能な具体的な行動案をまずは早急に示していけば、自民党からの反対意見も少なくなり経済界も高い数値目標でも納得できるのではないかなと思います。これから、法案の行方に注目したいと思います。
