企業や団体、個人による環境活動に対し、県が独自基準でCO2削減量などを算定し認証する「とちぎカーボンオフセット制度」が今年度からスタートしました。
認証を受けた企業などは社会貢献活動としてPRでき、県は制度の導入で温暖化防止への取り組みを促したい考えです。
カーボンオフセットは、経済活動などで排出したCO2を、植林や森林保護、自然エネルギーの購入などで埋め合わせる（オフセット）仕組み。
県は、植林や間伐などによる森林整備や、化石燃料の代替エネルギーとなる森林バイオマスの利用、太陽光発電や風力発電などのグリーン電力の購入の3分野を対象としました。森林バイオマスの利用とグリーン電力の購入を対象とするのは全国初といいます。
森林整備の場合、県内の0・1ヘクタール以上の森林内で、一定本数以上の植林をしたり、間伐や里山整備を行った企業などが県に認証を申請。県は現地で森林整備の状況を確認し、CO2吸収量を算定し認証します。
また、森林バイオマスの利用では、企業などがボイラーなどの燃料に化石燃料ではなく間伐材や林地残材、チップといった森林バイオマスを使用した場合、県がCO2削減量を算定し認証。認証結果はいずれもホームページで公表するそうです。
